Heat large skillet or griddle over medium-high heat until hot.
Take small handful of ground beef (3-4 ounces) and press directly onto one half of flour tortilla, spreading thin.
Season exposed beef generously with salt, pepper, and garlic powder.
Place tortilla beef-side down in hot skillet. Press firmly with spatula for 30 seconds. Cook without moving for 2-3 minutes until deeply browned and crispy.
Flip entire tortilla so beef side faces up.
Sprinkle ¼ cup shredded cheese over cooked beef.
Fold empty half of tortilla over beef and cheese side, creating half-moon shape. Press gently.
Cook 1-2 minutes, flipping once, until both sides are golden and crispy and cheese is melted.
Let rest 1 minute before slicing into wedges. Serve with favorite burger toppings.
Repeat with remaining tortillas and beef.
